No, but they must not be dangerous either. A shelter could be considered  to be a public service, but their safety isn’t assessed using the safety requirements  that apply to play equipment.

The inspector could use the safety standards of play equipment as a starting point to identify potential risks, but the level of risk must be determined by keeping in mind that the shelter is most of the time not used for playing.
